Well, normally it's 13, that's the allowed age on Facebook and Google. Although during the Trial I believe you have to be 18 – Again, once the trial is over the restrictions are going to be lifted.
This is a great explanation from a post I found in the help section by wdurham:
If you have only ever registered for a GMail account, and provided your date of birth at sign up as proof that you met legal requirements, that birthday is not saved/stored visibly anywhere in your Google profile. So you cannot change it.
Clearly you entered it incorrectly at the time, as Google would not now perceive you as being over 18, but it is not published information that you can edit or even view.
Those that have birthdays in their profiles have entered them in some other service which has the ability to publish birthdays such as Orkut.
And the 18+ rule isn't a rule. It is a short-term restriction during the limited trial, and will only last until full security and privacy safeguards are in place for younger users.

Might I point out one little thing… this is a Spammers gold mine… all these email addresses waiting to be harvested… that's just a caveat….
But I do LOVE Google+, it has so much more control and I own the content. Plus, I can post directly to my blog and then have notifications go to every other social network and site I want. It is more than a social network, it is a communication network and backbone. Just wait until the new business version is released… that is going to ROCK!!
